A Unix timestamp counts the time since 1 January 1970 at 00:00 UTC. Some systems count whole seconds and others count milliseconds, and the same digits mean very different moments depending on which you have: 1 000 000 000 is September 2001 in seconds but January 1970 in milliseconds.
TimeAbi therefore never guesses quietly. Automatic detection treats large values as milliseconds and says so next to the result, and you can always set the unit yourself. Negative timestamps, which are moments before 1970, are supported.
